Im from Chicago, so I can explain simply what this link is talking about: Basically, the area (Oak Lawn) that the Chuck E Cheese from the article is located is known for being a bit of a rough area (gang related activity and related crimes and whatnot) so thus why there's the articles of people complaining / bitching about the potential safety risks of a kids pizza place being in a rough neighborhood... etc.
In other words.... this is 99.9% irrelevent and pointless to consider being "something". I gurantee it only was found due to the article being on a page with other articles about Hillary Clinton, etc. - assuming someone stumbled upon it searching shit like "Hillary Clinton" + "pizza".
