Jim Warner 1a993ca8eb build-sys: enable xgettext TRANSLATORS comments ...

This commit will enable pass comments to translators near gettext
directive to .pot file. For example;

/* TRANSLATORS: this is visible in .pot file */
printf(_("to be translated"));
