Implement support to "preserve" existent on-disk files.

The new "preserve" keyword can be used in the xbps configuration file, as well
as for the system and configuration directories:
- <rootdir>/usr/share/xbps/preserve.d
- <rootdir>/etc/xbps/preserve.d
Full path to a file or globbing can be used:
- preserve=/usr/bin/blah
- preserve=/etc/blah/*.conf
