xbps: restore default repodata compression format (gzip/zlib).
...
Any compression format from that list is supported without
additional changes: gzip, bzip2, lz4, xz, zstd.
This is for repository data and binary packages.

libxbps: execute pkg scripts with /bin/sh directly.
...
The pkg INSTALL/REMOVE scripts do not need to have the executable
bit set anymore, thus /tmp can be mounted with 'noexec' from now on.

libxbps: initialize locale correctly to handle UTF-8 filenames with musl.

This fixes unpacking of ca-certificates that wasn't unpacking the files
with UTF-8 characters correctly.
