libxbps:
 - transaction: avoid fetching the whole pkg when updating and only fetch
   modified files from target pkg.

xbps-create:
 - Move all configuration files to <prefix>/share/<pkgname>/conf/<cffile>.
 - Add -i --installed option to create binpkg from an installed version.
