Add _XOPEN_SOURCE_EXTENDED definition in WATCH8BIT

This is required for POSIX correctness (see http://lists.gnu.org/archive/html/bug-ncurses/2011-07/msg00004.html), and additionally is required for building procps against the musl C library.
