* ArmInterface: return ref instead of copy for GetTimer

* ArmInterface: add const ref GetTimer

* ArmInterface: return raw pointer instead of shared_ptr in GetTimer

* remove more unnecessary shared_ptr usage

* Fix save states

* fix unit tests
